The federal government and most of the provinces have entered into agreements that allow a person to be nominated by the provincial government and be issued an immigrant visa without having to meet the pass mark that is required for skilled worker immigrants when there is a skill or business which is in high demand for that particular province. The requirements and procedures for the Provincial Nominee Programs differ from province to province depending upon the needs and experience.

Ontario's Pilot Provincial Nominee Program

is employer-driven and designed to help employers in targeted sectors address labour shortages. It will help some Ontario employers attract and retain foreign workers on a permanent basis. Eligibility is limited to 20 specific occupations in four sectors: health, education, manufacturing and construction.

is designed to support Alberta's economic growth by attracting labour-market-destined immigrants to the province.

The Alberta Temporary Foreign Workers Program

The British Columbia Provincial Nominee Program (BC PNP)

The Nova Scotia Nominee Program

allows Nova Scotia to recruit and select immigrants who can contribute to meeting the labour market and economic needs of the province.

The Opportunities Ontario Provincial Nominee Program

helps employers hire the skilled workers they need, but are having difficulty finding, by assisting with the immigration of foreign workers and international students.

The Prince Edward Island Provincial Nominee Program

expedites immigration to Canada for individuals and their families who meet provincial criteria in support of the following initiatives:

  • Increased business and economic development
  • Increased supply of skilled workers
  • Increased population
  • Achievement of provincial demographic, social and cultural objectives

The Saskatchewan Immigrant Nominee Program (SINP)

The SINP offers:

  • The ability to select applicants whose skills and abilities best fit the province's needs;
  • Application processing times that are faster than other federal immigration classes; and
  • Assistance from Provincial Immigration Officers who are readily available to explain program requirements and processes.
